Distinguished participants, 

Ladies and Gentlemen,

As we come to the closing of this conference on the theme of « Memories, Restitutions, Reparations and Reconstruction », I would like to express my deep gratitude and appreciation to each of you for your active participation and valuable contributions.  

The closing of the Bahia conference on 31st August 2024 is very significant, as it coincides with the celebration of the « International Day of People of African Descent ». It's an opportunity for us to recognize and honor the invaluable contributions of the African diaspora and Afro-descendants around the world. Their creativity, innovation and determination are the driving forces that push us all forward. 

For three days, we had the opportunity to delve deeply into the issues shaping our present and our common future. The exchange of innovative ideas and the debate on the challenges and opportunities facing us today were extremely enriching. We have highlighted not only the complex challenges facing the African continent and Afro-descendants, but also and above all the unique opportunities for a more just and prosperous future. 

Your insights and perspectives have greatly enriched our discussions and given us a better understanding of the issues related to our theme.

Distinguished participants, 

Ladies and Gentlemen,  

Bahia concludes the series of six preparatory conferences for the 9th Pan-African Congress decided by the High Committee in charge of the Decade, the first five of which were held on the continent.

I am particularly pleased with the adoption and solemn delivery of the Bahia Declaration. This document both marks our mutual commitment and serves as a guide for future work in Lomé. 

The recommendations underline the importance of building each of our initiatives in a spirit of solidarity, while respecting the aspirations of African and Afro-descendant populations.

Let's not forget, however, that our work doesn't stop here. We have a responsibility to continue our quest for recognition, equality, justice, inclusion and development. Everyone has a crucial role to play in building a future where the rights and dignity of every person are respected and protected. We still have a long way to go, but the progress we have made gives us the hope and determination to continue this quest for justice and prosperity.

Ladies and Gentlemen,  

I would like to express my sincere thanks to my brother and friend, Minister Mauro Viera, for the successful organization of this regional preparatory conference. His leadership and commitment have left a lasting mark on this meeting, consolidating the engagements and recommendations that emerged from it and thus strengthening African unity.

I would also like to warmly thank all the participants for their commitment and dedication. Your valuable contributions will enrich the documents which will contribute to the success of the 9th Pan-African Congress in Lomé. Together, we made the Bahia conference a success. Together, we can pave the way for a fairer and more prosperous future for our African roots.

Let us continue to move forward with determination and hope. The road to a repaired and rebuilt Africa is long but is full of promise. Building on our collective memory, we lay the foundations for a future where every voice is heard, and every injustice redressed.

Before leaving this podium, allow me to reaffirm the importance of our continued collaboration. Togo, host country of the 9th Pan-African Congress, is determined to make this event a historic moment in the strengthening and renewal of Pan-Africanism. I look forward to welcoming you to Lomé from October 29 to November 02, 2024, for the 9th Pan-African Congress.
