1. Dans le cadre des relations de fraternité africaine et de coopération entre le Togo et le Mali, S.E. Prof. Robert  DUSSEY, Ministre des Affaires Etrangères, de l’intégration Régionale et des Togolais de l’Extérieur, a effectué, le jeudi 07 juillet 2022, une visite de travail à Bamako.

2. Cette visite de travail intervient quelques jours après la levée des sanctions économiques et financières contre la République du Mali par la Conférence des Chefs d’État et de Gouvernement de la Communauté Économique des États de l’Afrique de l’Ouest (CEDEAO) lors de sa 61e session ordinaire tenue le 03 juillet 2022 à Accra au Ghana. Au cours de son séjour, le Ministre Robert DUSSEY a été reçu en audience par S.E. le Colonel Assimi GOÏTA, Président de la Transition, Chef de l’Etat, et a eu une séance de travail avec S.E. Monsieur Abdoulaye DIOP, Ministre des Affaires étrangères et de la Coopération internationale.

3. Au cours de son entretien avec le Président Assimi GOÏTA, le Ministre Robert DUSSEY a réitéré les félicitations du Président togolais à son homologue malien dont l'ouverture d’esprit et la volonté manifeste de sortir de l’impasse ont facilité les pourparlers avec la CEDEAO et l’obtention d’un compromis satisfaisant. Il a notamment souligné que les récents efforts constructifs déployés par le Gouvernement malien à travers,  entre autres, la promulgation de la Loi électorale, y compris la création de l’Agence indépendante de gestion des élections (AIGE) et l’adoption consensuelle et inclusive du chronogramme détaillé du processus de Transition ont contribué de façon significative à l’émergence de la dynamique positive qui a conduit à la levée des sanctions.

4. Le Président de la Transition a salué l’élan de solidarité active du Togo et a remercié S.E. Monsieur Faure Essozimna GNASSINGBE, Président de la République Togolaise, pour son soutien à l’effort de dialogue du Gouvernement malien avec la CEDEAO et la communauté internationale. Le Président GOÏTA a, en outre, réitéré la gratitude du Peuple malien au Président GNASSINGBE pour son implication forte et ses efforts de facilitation, en appui aux initiatives du Médiateur de la CEDEAO.

5. Lors de la séance de travail du Ministre DUSSEY avec son homologue malien, S.E.M. Abdoulaye DIOP a rappelé la disponibilité du Gouvernement du Mali à tenir ses engagements régionaux et internationaux et sa détermination à réaliser les objectifs essentiels de la Transition à travers la mise en œuvre des réformes politiques et institutionnelles, l'organisation du référendum constitutionnel et d'élections libres, transparentes et crédibles, pour le retour à un ordre constitutionnel apaisé et sécurisé.

7. Les deux Ministres ont saisi l’occasion de cette visite de travail pour saluer les efforts constants de la CEDEAO et des partenaires sous-régionaux, africains et internationaux qui ont permis de surmonter les situations de blocage et le risque d’enlisement. Pour le Togo, a rappelé le Prof. Robert DUSSEY, le dialogue, la capacité d'écoute mutuelle et la concertation permanente demeurent les voies indispensables de dépassement des désaccords. Il a réaffirmé la disponibilité du Président Faure Essozimna GNASSINGBE à poursuivre son appui à la Transition malienne jusqu’au retour à l’ordre constitutionnel.

8. Les deux Ministres ont également salué l’engagement renouvelé de la CEDEAO à œuvrer pour la paix et la  sécurité au Sahel et en Afrique de l’Ouest et à intensifier la lutte contre le terrorisme dont l’extension vers la côte du Golfe de guinée invite à redoubler de vigilance, à renforcer la coopération sous-régionale et à mutualiser les moyens interrégionaux au service de la sécurité collective.

9. Ils ont également pris note de l’appel lancé par la Conférence des Chefs d'Etat et de Gouvernement de la  CEDEAO à la communauté internationale à apporter l’assistance humanitaire aux populations affectées par le terrorisme et à soutenir le processus de Transition au Mali.

10. Ainsi, ils ont souligné la nécessité de réactiver le Groupe de Soutien à la Transition au Mali (GST-Mali) après la levée des sanctions, en vue de mobiliser à nouveau les acteurs régionaux et internationaux, notamment les partenaires techniques et financiers, autour du processus de Transition.

11. A cet égard, les deux parties, en concertation avec l’Union Africaine, ont décidé de tenir la prochaine réunion du Groupe de Soutien à la Transition au Mali (GST-Mali) dans la première quinzaine du mois de septembre de l’année 2022 à Lomé.

1. Within the framework of the African brotherhood and cooperation relations between Togo and Mali, H.E. Prof. Robert DUSSEY, Minister of Foreign Affairs, Regional Integration and Togolese Abroad, made a working visit to Bamako on Thursday 07th July 2022. 

2. This working visit comes a few days after the lifting of economic and financial sanctions against the Republic of Mali by the Conference of Heads of State and Government of the Economic Community of West African States (ECOWAS) at its 61e ordinary session held on 3rd July 2022 in Accra, Ghana. During his stay, Minister Robert DUSSEY was granted an audience by H.E. Colonel Assimi GOÏTA, President of the Transition, Head of State, and had a working session with H.E. Mr. Abdoulaye DIOP, Minister of Foreign Affairs and International Cooperation.

3. During his meeting with President Assimi GOÏTA, Minister Robert DUSSEY reiterated the Togolese President's congratulations to his Malian counterpart, whose open-mindedness and clear desire to break the deadlock facilitated talks with ECOWAS and the achievement of a satisfactory compromise. He stressed that the recent constructive efforts made by the Malian Government through, among other things, the enactment of the Electoral Law, including the establishment of the Independent Agency for Election Management (AIGE) and the consensual and inclusive adoption of a detailed timetable for the Transitional process, contributed significantly to the emergence of the positive dynamic that led to the lifting of the sanctions.   

4. The President of the Transition welcomed Togo's active solidarity and thanked H.E. Mr. Faure Essozimna GNASSINGBE, President of the Togolese Republic, for his support to the Malian Government's dialogue with ECOWAS and the international community. President GOÏTA also reiterated the gratitude of the Malian people to President GNASSINGBE for his strong involvement and facilitation efforts, in support of the initiatives of ECOWAS Mediator. 

5. During the working session between Minister DUSSEY and his Malian counterpart, H.E. Abdoulaye DIOP recalled the readiness of the Government of Mali to fulfil its regional and international commitments and its determination to achieve the crucial objectives of the Transition through the implementation of political and institutional reforms, the organization of a constitutional referendum and free, transparent and credible elections, for the restoration of a peaceful and secure constitutional order. 

6. Minister Abdoulaye DIOP stressed that Mali needs its neighbors’ support in this process and, therefore, asked Togo to continue its efforts to facilitate and support the Transition. 

7. The two Ministers took the opportunity of this working visit to commend the continuous efforts of ECOWAS and the sub-regional, African and international partners that have made it possible to overcome the deadlock and the risk of stalemate. For Togo, Prof. Robert DUSSEY recalled, dialogue, mutual listening capacity and permanent consultation remain the essential means of overcoming disagreements. He reaffirmed the readiness of President Faure Essozimna GNASSINGBE to continue to support the Malian Transition until the restoration of constitutional order.

The two Ministers also welcomed the renewed commitment of ECOWAS to work for peace and security in the Sahel and West Africa and to intensify the fight against terrorism, whose spread to the Gulf of Guinea coast calls for increased alertness, strengthened sub-regional cooperation and the pooling of inter-regional resources for the sake of collective security.

9. They also took note of the appeal made by the ECOWAS Conference of Heads of State and Government to the international community to provide humanitarian assistance to the populations affected by terrorism and to support the transition process in Mali, particularly for the preparation of elections. 

10. Thus, they stressed the need to revive the Mali Transition Support Group (GST-Mali) after the lifting of sanctions, in order to mobilize again regional and international actors, namely technical and financial partners, around the transition process.   

11. In this regard, the two parties, in consultation with the African Union, have decided to hold the next meeting of the Mali Transition Support Group (GST-Mali) in the first half of September 2022 in Lomé.
